If you are interested in volunteering for localization activity for a language, all it needs is a basic knowledge of the language in spoken & written form and lots of motivation to do something to make a larger impact.
Usually joining a language team involves expressing you interest by joining mailing list of for the language, where much of the discussions for activity in that language happen.. below is a list of such mailing lists. Clicking on them will take you to the listinfo/subscription page.
